Non op is when you suspend the registration while the truck is in non operational status (not Driven on roads)  It has to be put in nop op status while it is currently registered . If not the fees pile up for all the years that you dont pay them plus penalties. got to look out for that on california vehicles . I bought a old bronco once it had over 900$ in back fees to bring it current.
