A/C, Bi-level Setting, Blowing Hot

1985 4runner, 22RE, Manual

Just fixed a few things in my A/C system (i hope).

Vents seem to blow cold (not enough yet) but when I put it on Bi-Level the top vents put out cold air but the floor vents blow warm/hot.

I'm thinking there must be something plumbed wrong with the vents, but not positive.

Isn't Bi-Level supposed to blow the same temp on the top and floor vents? 
If I don't ask the stupid question, who will?

I think that's what it's supposed to do.

The bottom temp is controlled by the temperature slider (which controls the heater control valve).     If the temp slider is on cold, and you're still hot; sounds like the heater control valve is open when it should be closed.

Exactly, I have bypassed the heater valve control on the firewall which allows water to flow through the heater core at all times. If I leave it on the upper vents I get only cold air but if I have it on bi-level, floor or defrost it will open the flap and hot air will come out of those and the cold air still comes from the upper vents. Your control valve is either frozen open, the cable is frozen, broken, disconnected or bypassed like mine.

Out of curiosity why bypass the control valve?
