Drove up to the snow park and came onto Rock Creek Road last night after not being up there for a long time and noticed this sign as we left the parking area and hit the dirt road.

Followed Rock Creek Road to the Dinkey side and saw the same sign.

What is this? DO we have to have permits to camp along Rock Creek Road now?

Not unless you are inside the wilderness boundary. Campfire permits are required both places. The 7.5 minute quadrangle maps are better for determining whether or not you are inside the wilderness boundary. It's always been a rule to have a permit for access in the wilderness (mainly for accountability).

Sign seems self explanatory to me. I've seen it on my way to the Dinkey Lakes Wilderness, and thought they did it to prevent people from driving all the way to the trailhead and then have to turn around to get a permit. Trailhead is right near the North end of the Swamp Lake trail.
