Need quick confirmation please

Rebuilding front axle on my yota ...

I remove the inner hub race and install a new one, gave it it 2 "LITE" taps and it fell in??? Thought that was strange, so I reach in there
and i was able to spin the race in circles.

Question: once installed, the races shouldn't move freely, right?

You are correct. That race should not spin. Measure the hub and then measure the bearing. Possibly you got the wrong bearing race by mistake. Hopefully the hub isn't damaged.

Upon further inspection of the old race, it has burn marks all the way around on the outer side of the race.

I got the wheel bearing kit from here (marlin - MCAX1521)

You will need a new hub body.   Once they spin, the only fix, is to take a punch and stake pock marks where the race will go.  This will hold the race for a while.  It is not a long term fix.

What would cause the race to spin? improper installation? normal wear n tear?

Certainly not normal wear and tear. They should last over 250k miles easily if greased properly. I would assume they were ran without changing the grease or have been previously replaced and not installed properly causing premature wear. Both are speculation, no way to be absolutely certain.
